we have a very wide street you get pass two cars and have cars parked either side. plymouth is just getting awful like tonight i had to drive around waiting for someone to go residents just drive around and around constantly. its getting to the point that residents dont want to go anywhere as they wont get a space. my partner works sometimes to midnight and last night he parked two streets away.

i have emailed plymouth council and they say they are reviewing all parking schemes in june so i will just keep emailing for now.
    Savings so far.
Managed to get savings up to 16.5k in the last two years.

    2014.
just reached 20k savings just 5k more to reach my target of 25k for this year.
Target 5k more but as much as i can really for 2014.

As you can see from the above, its a very mixed bag, in weasther or not its worth it or not.
one of the things you could do is to find out what streets under the same local authority have a residents only parking scheme, and then try and ask people about their experiences, good and bad.

"everyone that works in town and goes to university abuse our street to park there cars"

Just to clarify no-one is abusing anything. These people are parking their cars legally, perhaps annoyingly but it is not abuse.

I have a friend who lives opposite a hospital and the parking situation during the day is horrendous but they cannot get a consensus on introducing a permit scheme.

And that's the upside of the permit scheme. They are abusing the system, and they pay the price for it. Win win.

And then the residents permit slips off the dash one day and the genuine resident gets a PCN....and soon, another when the permits are renewed and the 'old' one isn't replaced on the stroke of midnight...and of course, visitors get a PCN when collecting a visitor's permit. That's how the cash cow works, it's what Councils do.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Er, rubbish.
Ours comes with a very sticky self adhesive wallet, it won't be going anywhere. As to the midnight, equally rubbish. They have an expiry date, not a start date, and can be renewed up to a month in advance, so just swapped when the new one arrives. Visitors get 10 minutes grace before they are deemed to be "parked". So far no downside at all, unless you were one of the motorists trying to avoid parking responsibly.

It's not rubbish - ever looked at the parking forum on pepipoo all about such events - with Councils routinely turning down first appeals 'because they can'?

    http://forums.pepipoo.com/index.php?showforum=30

Loads of posts every day there all about such events - typically visitors 'not quite scratching out the day clearly' or permits slightly covered by the tax disc, or permits blown upside down (we are not talking about people who abuse the system). Just saying it like it is - happens all the time and Councils refuse appeals even though at adjudication, the person would likely win as they've not had any intention to avoid paying for a permit.

they are abusing are street we are not a car park we are a residential street, why should we put up with people taking our spaces so they don't have to pay for parking?

How are "your" spaces identified? How much did you pay for "your" spaces?

What measures are currently in place to restrict parking?
If none then no-one is abusing anything - no matter how annoying you may find it.
