permit parking question.

i live on a road where its not permit parking all around us is permit parking so obviously everyone that works in town and goes to university abuse our street to park there cars which is getting so bad sometimes we have to park on the next street down which is annoying. my questions are how do i go about applying for permit parking i know a few of my neighbors are not happy but we dont know how to ask for permit parking. so i thought i would ask on here, sorry if i have posted this in the wrong place but it was the only one that seemed suitable.
Savings so far.
Managed to get savings up to 16.5k in the last two years.
2014.
just reached 20k savings just 5k more to reach my target of 25k for this year.
Target 5k more but as much as i can really for 2014.

You would probably have to apply to the local council if its the public highway.
However having your street made into a permit parkers only area can be a double edged sword, as you may find people who you wish to park there getting into difficulties if they dont have/display a permit.
And in most cases the permits are far from freeFrom the Plain Language Commission:

i see what you mean but if we had permit parking then residents could actually park as when the students go home for summer the road is not half as bad and u can normally park but u see people in the mornings turn up in two cars park one and go off to work in the other car we get all the students park here because we are only a 10 minute walk from town, we even the other streets that have permit parking parking in our street so they dont have to buy a permit, i dont mind paying for the permit if it means i could park on my street. i did watch a bit of that parking program but couldnt watch it all i will have a look.Savings so far.

If your road is narrow then you'd almost certainly get double yellows on one side and a few bays on the other, as some Brighton/Hove residents found to their cost. The Council didn't tell them till they started to paint the lines and the residents would have had HALF the spaces, and would have been paying for pointless permits! The residents were a bit naïve and it never occurred to them their road was too narrow for bays both sides.
Judicial review sorted it out, the residents realised the grass wasn't greener. The scheme was stopped in that road.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If we knew the exact street we could have a look on google street view and perhaps be better placed to imagine what the council might do.
The chances of them doing what the OP and his neighbours want is slim.
They will almost certainly land up with less spaces than now, and will end up fighting amongst themselves for them, and pay for the privilege.
In almost every case in Edinburgh where the residents instigated the permit system, they came to regret it - and it's well nigh irreversible.0 -
I'm in a residents parking scheme. Absolutely brilliant! Best thing ever done for us. We're right by a big sports stadium, so it was always used by motorists who thought they didn't need to pay for parking, and simply abandoned cars everywhere, dawn to dusk. So now three free permits per home, strict enforcement, and the problem is completely removed. There is always space when you come home, and there aren't idiots parked all over the grass and the pavements all day. It's quite an easy process to instigate, ring the council and speak to the parking department to get the ball rolling. You'll wish you had done it years ago.0

As someone who has had permit scheme for nearly a year, I can agree that it is great. Yes we have to pay £25 a year for the resident permit but the pay off is that the students in the local halls (we are also 10 mins from the uni and town), and the shoppers popping to the shop/takeaways aren't taking up all spaces.
We had a consultation involving many streets, we were warned that the council couldn't afford to implement the scheme entirely themselves and that developers of the land causing the problem (halls and shopping) were putting a significant amount of cash in - if we didn't take up the scheme at that time, it would be many years,if at all, before it could be offered again. Despite that, only a few streets wanted the scheme and it was started in May last year. It has been such a relief. Now I will say it DOES NOT guarantee you a place outside your house, but at least you stand a chance of it being within walking distance.
I feel for the other streets now as they obviously didn't think it through. Now everyone who cannot park here, parks in them. One of the first things I figured out was that if we said no, and the other streets said yes, our situation would be worse.

Cheltenham residents parking permit costs us £85/year, and no guaranteed places and a £1 a visitor permit with a years allowance of 50max
One occasion can take 10% of the years allowance
On top the county council outsourced enforcing to a private company (apcoa), so the scheme ends up being a cash cow without the residents put first
An avarage year costs us therefore a min of £135 to park and have min guests in cars0 -

All the residents need to band together on a day and park your car slightly closer than a small hatch. Taking up most of the street with just a few cars.
