In theory, maybe, but they can't cross-check cardholders' names, so if you give them someone else's card no. for a balance transfer it should still be processed. The downside is that it then becomes your debt.0 -

I recently transferred daughter's credit card balance to one of my 0% balance transfer cards. Santander asked if the card holder was the same. When I said it was for my daughter they explained they couldn't do transaction over the phone but I could online.
I then tried Halifax who didn't ask about card holder details but I told them and they said no problem.0
