Highview parking fine

Hi There
i am new to posting forums, and wanted some advise if possible! My mum received a parking fine through the door from HighView Parking for not getting a ticket gone 20:00 in the evening in a private bingo carpark, as a result she was sent several letters for fines, which from looking at forums we have decided to ignore.
We have now since received a scary looking letter from Debt Recovery Plus Ltd saying you now owe £150, you must respond by 9th May or this could lead to court etc.
I know majority of people on these forums have also had these letters, however I have not seen someone point about Highview leading to Debt Plus Ltd.
Can anyone advise, should we pay this fine? as of now, my mum has ignored all letters and made 0 contact to highview and debt+.
Obviously we dont want to go court, but she is quite concerned and a bit spooked up about what to do next.
Any advise would be MUCH appreciated - Thank you!!!

firstly you have made some incorrect assumptions in the above, as you referred to this as a fine about 4 times
its not a fine , never was and never will be
its an invoice , the word FINE will not appear on any of those letters as its illegal to use the word in this context
its a parking charge notice, an invoice from a private parking company which has now been referred to a debt collector
if you read the NEWBIES sticky thread at the top of this forum there is a large post that deals with debt collectors telling you all you need to know about this
in future , do not ignore these invoices, appeal them , again details in the NEWBIES sticky thread (ignoring those letters was a bad idea and not to be repeated)0 -

Silly question but who do I appeal to, highview it debt collectors plus? What is the best way to appeal, saying the charge was to much and not fair to pay?

tells you EVERYTHING you need to know about parking companies, debt collectors , court letters and appealing these private parking invoices
there is even a template letter in there, plus if you ever get a popla code it has links to examples of popla appeals

This is NOT a fine. You 'decided wrong' to ignore, that advice was on 2012 threads so can't understand why anyone would read that as gospel in 2014.
Please start again at square one and don't pass 'go' until you've read the 'PRIVATE PARKING TICKET? NEWBIES PLEASE READ THIS FIRST!' thread at the top, which you may have seen already but which gives you a template first appeal wording (doesn't matter about the circumstances, and you can send that at any time, even late - but you won't get a POPLA code now as you missed a trick by ignoring this):

Please read the top thread and read post #5 there about debt collector letters. Everyone laughs at them and we all collected them before POPLA. You just missed the chance to appeal & stop the pesky threatograms - the law changed a bit in 2012 you know. In England Wales there is now a way to beat almost any private PCN, by appealing to POPLA - and we know how to win! You really should always only consider forum threads as advice on ANY issue if they are CURRENT; you were only ever ONE click away from page one of 2014 advice even when reading an ancient thread about ignoring these. What a waste, never mind, Highview aren't litigious & the letters will burn out after a year of DRP and Zenith colourful threats of drowning your cat or whatever they come up with next (but keep them all just in case).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Please just learn to hop around the forum and don't wait for links to be given to page one - you must have been there when you posted but didn't read the sticky threads first. The template in the sticky thread for NEWBIES was staring you in the face when you clicked on 'new thread'. still confused as to whether to pay the fine or send a letter appealing with template - I have till 9th may to action the DRPlus letter, and if i dont action in time fine will increase. Should i call them?!0 -
clearly you are confused as you are still calling this a FINE , when you mean invoice
DR+ can legally do nothing at all so ignore them , or send them a cease and desist letter denying the debt and refer back to creditor
DO NOT call them , if you do they will be rude and assertive and have no interest in anything you say apart from wanting payment asap, if not before, they dont get paid unless they bully you into paying
if you are going to appeal, send the template in the NEWBIES thread to Highview, because highview are the company who issued the invpice, dr+ are mere agents trying to bully you into paying
make sure any correspondence is sent from the RK , no implying or mentioning who was driving , or just ignore completely until or unless you get an LBC or court papers
no link was given as you have to learn to navigate around the forums , the NEWBIES thread is at the top of this forum
ps:- what YOU want is not relevant here, by ignoring the initial pcn these parking companies have up to 6 years to file a small claim in the courts for an unpaid invoice, that is the decision you made and allowed by ignoring it, even if you werent aware of it
can you appeal ? - yes , you can appeal at anytime
are you too late to do so ? - yes , because you had 28 days to do so , in which case now they will assert you are too late to appeal , too late for a popla code , too late - period (that will be what they will say)
so its then your word against theirs , unless they wish to test this in a court of law0 -
Also, is it safe to just keep ignoring the letters until they stop? Or should I just pay to get it over with?0

Where does any thread tell you to take a debt collector letter seriously?
Where do we tell you to 'telephone' a debt collector?
