I think you may have missed the point. If they have recorded the registration number of the car incorrectly how are they going to contact you?
I don't think I've missed the point - they're chasing the OP, but it isn't the OP's car. Someone wrote down the wrong registration, which happens to belong to the OP. Quite why the OP hasn't already appealed with a scan of their V5 showing the description is obviously a different car, is another matter...
Going back to my own case, where they got my registration wrong, it was worth appealing to a) stop someone else being chased and b) make sure they didn't realise their mistake and then chase me instead. Good karma and peace of mind are highly under-rated0 -

I have lodged an appeal advising that the details on the penalty charge are wrong and have emailed them pictures of my car. I've also just emailed again and sent them a copy of the log book which reaffirms the details and picture I emailed them earlier. I am just completely thrown how or why this could have happened and wonder what my next steps are. Should I call and ask for pictures of the offending vehicle or wait to see what response I get?

Thank you all for your responses - although I should have checked the forum before contacting the Council! I'm afraid that my nerves got the better of me and I called them first thing this morning. They have received my appeal along with my supporting evidence (i.e. pictures of my car along with the copy of the log book). The person I spoke to was helpful and confirmed that by including the log book, its "very strong evidence" that they have the wrong vehicle! I just have to sit back now and wait for their decision in writing which can take up to 5 weeks!
I also asked how this could have happened. Apparently the car that was illegally parked was spotted by the Council's CCTV camera. Some of the cameras are good but others are not so good and have problems distinguishing "F" from a "P", "0" from "O" and "S" from "P" - some of these characters form part of my registration. As they clearly got my details from the DVLA, I asked why they did not check the make and model recorded on the log book against the car they were reporting and the person was unable to answer the question!0 -
No car was 'illegally parked' though. It's not a crime, it's a civil thing and (with the right knowledge) Council PCNs are generally fairly easily won at appeal even if this had been a PCN that you had incurred yourself.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
