Is there a templated letter i should send to them to tell them i wont pay? either because they havent got the power to or as i havent been informed by TESgb that they have the right to the debt.
Also just for additional info for you, i am on jobseekers so wont be able to pay it in full anyway.

There is no point writing to them, that would be a waste of time and energy. But if you do want to, well something like this

    Dear Powerless Scumbags,

I am not paying, take a hike!

    Faithfully

The person who will not pay!
When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Hang on - if you still have a POPLA appeal under consideration you NEED to add to it to make it a winning one, urgently this week. You can email POPLA and ask them to match it up with your appeal. If you don't have the verification code, then say you don't have it any more but give ALL the other details like PPC name, date of appeal, car reg, your full name & address and state that you haven't seen TesGb's evidence either but you need to add to yours:

then attach a PROPER winning POPLA appeal as linked in the NEWBIES thread 'How to win at POPLA'.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:
