Debt Collection Letter

I received a PCN on my windscreen from TESgb and didnt know about this website and stupidly i appealed it by email straight away and they asked for drivers name to log the appeal so i gave it to them.
When they rejected the appeal they also sent a form to appeal using POPLA which i have sent but i havent had a reply from them, i now have a letter from Roxburge saying i have to pay more now to them.
Can you give me advice on what to write back to both companies, and do i need to write to POPLA to find out how the appeal is going?

It only recently a friend told me to look on this site and i realised how many mistakes i have already made.

    Hi DVD,

    Just a few questions to clarify things a little
    approx when did you get the windscreen ticket?
    When did you get the rejection letter ?
    Did it definitely refer to POPLA?
    POPLA codes are 10 digits - was this the format you received?
    when did you send the POPLA appeal?
    Was it sent by post rather than through their on-line appeal site?

    TESgb is a member of the IPC and has been since 1/1/2014 - their appeal process is not POPLA but IAS - is it possible to post a link to a photo of their rejection letter

    And importantly what did you use as an appeal to popla ? Mitigation will not work, can you place the wording up

    The rejection letter come with the POPLA appeal form stapled to the back of it. It said i had 28 days to send it to POPLA, which i did but have received no reply.

    I sent it by post, but the rejection letter is stapled to it so i dont have the number anymore.

    It was early/mid march i received the ticket on my window, i appealed online straight away and i sent the POPLA appeal in time to be delivered before the 28 days were up.

    The day that i received the ticket was the first day they started needing visitors permits. I was visiting my friend and he did'nt know as he hadnt read the letter about the permits (his postbox is external so didnt open it when we went out leaving my car in his bay).

    So you've failed , as you haven't I presume used any legal arguments with popla, they don't accept mitigation, and they don't accept witness statements alone, well unless you are a parking company

    Issues of whether it would win aside - this seems very odd to me

    Firstly how come TESgb are issuing POPLA codes mid March when they are no longer BPA members and haven't been since 1/1/2014?

    Also assuming it was a valid POPLA code how come DVD has not received an acknowledgement and notification of when it will be heard?

    I didnt think i would win after reading the site. The thing i want to know is why have i recieved a letter from Roxburghe before i even had the appeal declined. It said that if i lose the appeal i would still have 14 days to pay. Now Roxburghe want £160 for the original £100 fine.

    Roxburghe are powerless scum who can be ignored utterly, they have zero powers to force payment, when Gladstone write to you it will be still roxburghe using their headed paper.
