1 week in France 2 weeks in Netherlands, need data card/sim/thingy

I am going to France for one week next month, and in August will be 2 weeks in Netherlands. My husband and I want a relaxing time in the evenings, and the way to do this is give the kids their ipads/kindles. We have had it with sitting in the bar and experiencing maddeningly slow internet etc. I want to pay up front for their internet use so there is no big phone bill. I am with vodafone, I dont think I have data included on my plan, I always have it turned off on my phone and only used it last year as I had an unlimited trial for a month. I can just about manage to figure out how to tether my laptop to a mobile.
I am not technical, but what data card/sim do I buy to enable me to pay upfront and let them use their devices? I dont need a debate about the rights and wrongs of kids using their kindle/ipad on holiday, just show me what to buy and how to use it.

Roaming would cost you a fair bit with Vodafone, EE etc and the only other alternative I see is to buy preloaded data SIMs in the countries you'll be visiting.
Three don't offer Feel At Home where you're going sadly.
You just buy the data SIM (I'd suggest preloaded with the amount of data you consider sufficient) and insert it into the devices.0 -
