son recieved parking ticket from minster baywatch update !!!

Hi all I am after some advice,

My son received a parking ticket on a street in Bristol where he goes to uni,
where he was parked there was some sort of compound and a few cars parked in there but he was not parked in there, he was parked outside of the compound, there were no double yellow lines and there were no signs whatsoever saying no parking ect,
I know this because a few weeks before we had parked there ourselves when we went to visit him and my husband checked.

Anyway he received a parking ticket from this company Minister Baywatch on the 30th October, he forgot about it until 2 weeks ago, he has sent an e mail appealing against it but he has not heard anything back, he sent another e mail last week and another e mail again this week.
Now that the month time limit is up I am unsure what to do.

Do I just pay it and forget about it I think it is about £85 quid or something, or does he still try and contact them.

Another thing the car is not registered in Bristol it is registered to out home address and I don't want any Bailiffs coming knocking on my door.

Cany anyone give me some advice as to what to do next.

    None of the above, if:

    The tickets were issued by a private company, and not by the local authority - to whom should payment be made?

    The tickets were just put on the vehicle - you should do nothing until they contact the registered keeper of the vehicle by sending them a letter.


    Bailiffs??? There is a long drawn out process before that can happen, especially with private parking tickets.

    for now:
    Read the stickys in the forum.

    Do a bit of research, was this on private land/a private road or the public highway? if a private company is ticketing on the public highway for itself then they could be in trouble.

    check the universities parking policy, does it mention fines and/or penalties, or talk about parking charges as a deterrent? if so then it will be useful should you receive any letters/mail from minster baywatch as that can make the parking charge un enforceable.

    Private companys can not fine anyone or issue penalties/use parking charges as a detterent.

    you should not ignore an NTK ( notice to keeper ) sent to the address of the registered keeper because:
    some companies are getting litigious ( see parking eye for example) and these charges are easily overturned
    In the case of some university's they think they are a law unto themselves and its not been unknown for them to withhold degrees etc for what they see as unpaid parking fines .

    Do not worry, do not fret, do not ignore, but most importantly do not pay.

    Do nothing. If they haven't contacted you, I'd wait until they do. There's a chance they won't.

    sorry I should have made it clear he wasn't parked in the uni or anywhere around it, he was parked about a 10 minute walk from the town centre.

    This road is it the public highway? Is it an adopted road that the council maintain? Check with the council because if it is and this company doesn't have permission to give tickets, then potentially they could be committing fraud
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    He has appealed in time by the sound of it so he just waits for them to reject the appeal - which should be within 35 days of them getting the appeal, and should arrive with a POPLA code. See this info thread:

    You will need to know 'how to win at POPLA' as per the link there.

    You won't be paying but I assume he's given the game away about who was driving. Next time(!) follow the advice in the sticky threads here, as he's thrown away some useful appeal points if he's said who was driving and by not waiting for the postal Notice to Keeper.

    Never mind it's still winnable at POPLA as per our links. We win EVERY time right now.

    Just an update really from this previous thread that I have posted.

    We have received a letter dated the 27/03/2014 from PCS asking for £140 payment.
    My son is in university in Bristol and his mail is delivered to our house in wales and he has been home for the weekend and has only just opened the letter. It states in the letter that my son was not authorised to park in the car park.

    My son was not parked in the car park he was parked outside of the car park area on the pavement, there are no double yellow lines ect.

    Then today we have had a letter from DR+ with a demand for payment.

    The ticket was originally issued on the 30/10/2013 if that helps.

    I have had a look through the threads but I am realy unsure what to do next, can anyone on here advise us what to do.

    I have the name of the street in Bristol and I have had a quick look on google and I am pretty sure it is council owned it is called Horton street Bristol BS2 0JY

    I have just asked my son and he has forwarded the e mail to me it just said that from the officers notes ect he was parked illegally and also about making an appeal to POPLA with a number on it.

    AAAHHHHH flaming kids I wish he had told me this as I kept asking if he had anything,

    is there anything else I can do or do we just have to pay
