Because it is not a fine, nor a penalty. Only councils, police and other authorised bodies can issue fines and penalties. What you've received is nothing more than a speculative invoice.
Getting rid of fine and penalty from your vocabulary (in respect of these) means you can mentally deal with these properly.0 -

OK, still a little confused abut my specific situation.
I have used the initial appeal template in the newbie thread, the full version, but I'm not sure whether I should be sending this to the 'landowner', or to Armtrac Security?
Because this is the first notice that I have seen, and it is stating I have received a PCN prior to this (which I did not), I am a little confused about where to send this appeal?

Plus, it states on my letter from Armtrac that:
"Appeals will only be considered if the owner/driver declaration is completed, and made in writing. Please quote the PCN reference number, the vehicle registration and your address in all correspondence, without this we cannot process your appeal"
I mean, it almost said that, but with a few spelling and grammatical errors.

Nope you don't have to declare who was driving! Just send the template appeal to Armtrac.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

They already know your name, address and car reg. (You received a Notice to Keeper from them after all. They got your name and address from DVLA based on your car reg). So there's no problem in restating these details on the appeal.
The template appeal is worded as being from the registered keeper.0 -
That's what I thought, just wanted to make sure it wouldn't appear as any sort of agreement/acceptance of anything.

If you are posting this get a free proof of postage from the post officeWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
