Sky broadband, refused to cancel!

We changed over to sky in March but it didn't activate the day it was suppose to, the next day we cancelled as my husband was in the middle of a very big website and needed internet straight away.
So I just noticed they they charged us on Friday, jumped on live chat to be told that they had received our request to cancel and decided not to cancel it! Since our service hadn't even been switched on we were well within our 14day cooling off period so surely this isn't even legal?
We then phoned and was told no-one who could help us would be in until tomorrow. We are very frustrated with this already, we were told when we cancelled we would be refunded everything we already paid yet instead we have been charged over £50!
