Help another APCOA Luton parking notice

Hi
Just Received a 'Parking Charge Notice' for offence over 3 weeks ago. Drove into where the buses were and got beeped by police cars so drove straight out and stopped in next lane for a few seconds for passenger drop off. Photos on the notice show the words 'bay 5 and 6' and a white coach in background in one pic, so think it must be from driving in the wrong area, but did not stop there. Notice states 'parking charge notice London Luton airport'. My dad was driving (74 years old), signs were not clear and very confusing.
The notice states ' notice is hereby served to the registered keeper of vehicle registration mark.....for the alleged contravention of 02-Dropping off / Picking up outside of a designated parking area at Luton airport on....'
'The alleged contravention is a BREACH OF THE TERMS AND CONDITIONS OF USE of the airport road infrastructure and signs are clearly displayed throughout the area showing these terms and conditions. Please note that the driver of the vehicle...is required to pay...'
At the end, it says all appeals to be directed to APCOA in first instance and the 'independent appeals panel - POPLA, May be engaged as a final avenue of recourse once APCOA's appeals process has been exhausted'
What to do please? Some of the advice re ignoring is a bit confusing and my parents are elderly and could not handle the stress of being bombarded with threatening calls / letters if it came to that, but I'm annoyed and feel should not pay out of principle.

just follow the appeals procedures in the sticky thread
I would actually do a search for the dozens of similar threads on here and follow their appeals to apcoa and to popla , there will be plenty of info you can use, including specific template appeals to the site in question
you can do all the work so the RK doesnt do much at all, or thay can use the appeals service here http://www.parkingticketappeals.org.uk/
but its easily won at popla so only involves 2 appeals, one to apcoa , the other to popla0 -

Please read the top thread and send the first appeal (the registered keeper appeals but you can actually do it for them) and then read in the same sticky in its post #3, 'how to win at POPLA' like all these people did:
