PCN on my car while id got change and went to get a ticket!

Hi all,
Just after advice on a PCN I got on my van. I was in a small bay in cornwall, pulled up and parked, needed change so nipped into the shop right next to the car park, then walked over and bought my ticket, returned to my van to find a warden had printed off a pcn and stuck it on my screen! Time on pcn is 1minute after I got the ticket from the machine
The pcn says at the top 'Searchlight Security &Parking Solutions' with a website 'parkingcsl'.
Am i right this isnt a council parking fine but a private company? Should i appeal or ignore??
On top of this the ticket was stuck on the middle of my screen high up and he has lent on my van to place it there and cracked my front headlight in the process!! I didnt notice until he'd gone otherwise id have gone mad!! What can I do about that? If theyve photographed the van correctly it should be on their photo, I took a pic of the damage anyway. The warden had his ticketing equipment on his belt and I imagine hes lent on the van and that has cracked my light. Its at exactly the correct height.
Help with any of the above wpuld be greatly appreciated!

The advice usually given first and foremost is to read the NEWBIES thread, follow the flow hart and wait for the NTk, appeal using template, get POPLA code when appeal fails and appeal to POPLA and win.
In your case i would photograph the ticket as it is extra evidence at POPLA stage if you need it. However regarding the damage someone more experienced may come along and give you extra information. If they send you photographs showing an undamaged car and you have photographs only minutes later showing damage, you may have a case against them. How easy to do I don't know though. It's a private parking ticket (a 'fake PCN' in my language!). Please start again at square one and don't pass 'go' until you've read the 'PRIVATE PARKING TICKET? NEWBIES PLEASE READ THIS FIRST!' thread at the top:

Please read the top thread and in this case I would NOT wait for the Notice to Keeper, I would submit the usual first appeal next week once you have got an estimate in writing, for the repair. Then add a point #4 to the usual appeal template, that:
' 4) On returning to the car, the driver noticed that the operative who applied the 'ticket' cracked the front headlight when leaning to apply the PCN high on the windscreen of my van. I attach a photograph of the damage and, as I am familiar with the local car park in question, I am aware that your employee has his heavy ticketing equipment on his belt. He has clearly lent on the van, for some reason deciding to apply the PCN in the middle of the windscreen, high up (your own photographic records will confirm this I expect) in doing so, he has cracked my light. The damage will cost £xxx to repair and I attach an invoice/estimate from my local garage/motor repair shop for this amount. I require this to be paid whether or not you cancel this PCN and will pursue a small claims via MCOL if you do not settle this amount in damages. If I have to take the matter to court I will also claim for my other expenses and the court fee plus interest at 8% from the date of repair. 'PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
