NTK from NPE :( after nearly two months!!!

hi, today i received a Parking charge NTK for parking my car 'not wholly within bay' (from company called NPE ltd) on the date nearly two months ago, they noted that they affixed a PCN on my windscreen (they attached a photo of PCN on my windscreen to prove) and as this had not been paid within 28 days they have now sent the NTK. Firstly I have never seen a PCN in my windscreen and they say they attached it, this NTK is first time I got aware of alleged incorrect parking. What do i do now? how can they prove that the windscreen PCN was delivered to me when i genuiney have not seen it, maybe a third party removed it?? what can i do in this case? if first time I got aware of the PCN was neary 2 months later? how long have they got to inform me? do i have to pay it even after such long time and even if the car was parked in the allowed area but only 'not within bay'?? is this lawful?can anyone help please?? thank you for your advice

    If there has been an alleged windscreen ticket that has not been responded to by the driver within 28 days of issue, the PPC can contact the DVLA for the details of the Registered Keeper (RK). The PPC then has another 28 days to issue a Notice to Keeper (NtK) to the RK - so around a 2-month's timeframe, which is where you now seem to be.

    If you can give us a timeline of events we can check out whether the required time limits have been adhered to.

    Other than that, it's read the NEWBIES sticky thread (as already indicated above), then appeal to PPC (using template in sticky), get your POPLA code, draft POPLA appeal (adaptable templates in the NEWBIES sticky), flash it up here for fine tuning advice, send it off and wait for POPLA to uphold your appeal. Then sigh of relief, bottle of red, get on with the rest of your life. SIMPLES.

    The key is reading, digesting, understanding and following the NEWBIES sticky!

    You can easily beat it; please read the top thread and submit the usual first appeal (do not alter it).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
