I got that bit. I know some customer service people are stupid but I think most would get that an empty envelope may very well not be as described but that the item also has not been received.

I agree. Trouble is with both Ebay and Paypal, they read the rules and barely understand them, let alone give flexibility for common sense!0 -

If someone had sent me an empty envelope, whether it was stolen along the way or not, I'd not be spending any money sending it back and I'd make sure I got my money back.

If Paypal have removed the 'seller sent an empty envelope' then as the buyer has already opened a SNAD on Paypal, the only way to be 100% certain of winning the dispute is to return the 'item' back to the seller via a tracked means.
Those with access to Paypal business support, may be able to short circuit the dispute but on the whole it's unfortunate the OP opened the case. Had she not the advice might be different.0 -

Couldn't agree more, people on here seem to know all the scams going, honestly seems to count for very little unfortunately. Nothing that's been said so far even indicates the seller is a scammer more likely got lost or open in the postal system yet we have people suggesting scams.0 -

Should always be skeptical though, especially when a seller procrastinates. If they have nothing to hide they have nothing to fear.0
