Yes I'm half way through reading the newbies thread,sorry I didn't spot it straight away.I'll wait for the notice to keeper and the appeal it,just panicking a bit as I have been told it can go to a debt collector and then the sum just goes up and up which I know I won't be able to afford! X

That's one of the reasons you should appeal as the 'registered keeper', not quickly as 'the driver'. It's because under POFA 2012 the keeper can only be potentially 'liable' for the amount of the PCN (no added on costs from debt collectors). Whereas a driver is less 'protected' as POFA 2012 does not apply as such.
If you did lose at IPC independent appeal stage (IAS) then the amount to pay (if you did, as the decision is NOT binding on you) would be £100, no costs.
We are confident of winning IPC/IAS appeals as well as our 100% POPLA record but they are less documented so far as it's newer. We can advise even more clearly about your chances at IPC/IAS appeal if you can show us a picture of the sign and the PCN, because if they have worded it that the PCN is for 'breach of contract' or unauthorised parking' or a 'failure to comply/contravention' (any of those words) they are stuffed if you point it out properly to the IAS. The IPC do not allow that business model but lots of them get it wrong.
So take a leap of faith with us and show pics of the sign and the PCN (both sides) with you car reg, date & location covered.
Finally, I am pretty sure if you search this parking forum (ONLY, not the entire MSE forums!) for 'Wigan' or 'Robin' as keywords, you will find lots of threads. Pretty sure the retailers/Centre Manager has cancelled such PCNs when customers complain, so read those threads about the same place and follow suit NOW, in 'Mrs Angry' mode!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
