I don't think it'd hurt to say something to the councillor. Maybe hedge it slightly by saying that things have got worse and you're wondering if it's because some one has spoken to her, (because you don't know for sure that they have.) But say either way it's causing problems for you.

Ok, I didn't go because I got no sleep last night both because of panicking and screaming kitten.

The HA also responded to the councillor lots of use of allegedly and not eligible for level 1 (instant move) I read this just before we left then didn't.
