    If the replacement carpet will cost £200 you cannot claim £200.

    The existing carpet is not new. The replacement carpet will be new. This is 'betterment'.

    The existing carpet is at least 2 years old, and possibly much older unless you laid it new when the tenants moved in (did you?).

    A capet in a rented property probobly has a life of, say, 6 - 12 years depending on quality and tenant (single person Vs family with kids).

    For ease of maths, let's say 10 years life and it was new 2 years ago. so you can claim 8/10ths (4/5ths) of £200 = £160.

    If it was already 2 years old when the tenants moved in, the maths is 6/10ths of £200 = £120.

    If the tenants did not sign the invenory when they moved in, it will have little value. Telling them they "had 7 days to disagree with this when they moved in but they didn't" is unlikely to stand up in court.
