Contractual Parking Charge Notice - Advise please! Thanks

Hi All,
thanks for the valuable advice on here! I have a couple of questions relating to the above.
1. I just received by post a "contractual Parking Charge Notice" from G24Ltd for overstaying a Retailer's car park which is, as I was told, free for the first 90 minutes. I did overstay due to a mitigating circumstance.They are now requesting £100 for "the parking charge" and if paid within 14 days, £60.
Now I read somewhere here that if the Retailer's parking space is free for a set time in first place and the amount their contractor is asking is disproportionate (after that free period) do I have grounds not to pay for this sum? Bearing in mind, the space occupied was in no way preventing other customers from parking their vehicles and that the Retailer is not incurring any financial losses, considering the rest of the parking spaces were unoccupied?
2. The other thing is, do I have to respond to G24 to inform them I am not paying this and explain my circumstance to them or shall I ignore this "invoice" for now? Although the Notice is addressed to me, it doesn't clearly state "Notice to Keeper"? That's where I am a little confused.
Can someone kindly put me in the right direction please?

forget "what happened" and deal with it in the manner explained in the NEWBIES sticky thread
also bear in mind this thread https://forums.moneysavingexpert.com/discussion/4947842 also has clear instructions on what to do with G24 , which brought quick results too0
