    It's not really clear exactly what your query is. However it doesn't sound as if your dad has been declined - just that they are unwilling to proceed until he confirms his identity.

    That depends on what exactly the bank he has applied to regards as sufficient proof. Not being on the electoral roll would certainly affect that. So would not having much in the way of recorded credit history.

    What is he using as a bank account at the moment? Why does he want to change? It might be that his current bank could offer a different account which gave him what he wanted.

    Other than that he needs to toddle along to a branch of the bank he wants with a fistful of ID and proof of address.

    I'm also thinking it's to do with identity checks is because of myself, who is definitely in worse of financially compared to my father but I'm on a more recent electoral roll, from 2010. But I got accepted automatically and they have since sent me my debit card and pin, while my father was asked to bring in his documents to a local branch.

    If you're on the electoral roll they shouldn't need any more verification details. If you're not, they will, it's simple.

    I don't understand your question about how long ? Why doesn't your Dad just register ?
