18866 using an 02 mob in France to phone Israel

I am sorry if I am posting in the wrong place, but I am totally confused.

I will be going to France on holiday, and taking an 02 contract phone and an Orange payg with me. I will be phoning my daughter on a landline in Israel.

If I sign up either, or both mobiles to 18866, can I then make cheap calls from France to Israel.

If not, please can someone advise me what my options are?

You could use 18866 or another similar service but you will pay to call the access number in the uk as an international call, then you will be charged the usual rate from the uk. It will probably work out cheaper to get a local sim in France that can be used in your handset (assuming it is unlocked). I've done the same thing elsewhere in Europe and it works well.
