That does sound like a very long time. Maybe it depends on the area. My friend needed a place that was all on one level, as she struggled with stairs because of a chronic illness.
She bid every week for about 9 months before being successful. She was on the list for 1 year and 9 months before getting an offer. She went on it January 2012, but didn't start bidding regularly for a year or so. When she did start bidding, it took 9 months and bids on about 50 bungalows before she was successful.
But 14 years does sound like a very long time.0
