SIPgate closed its services in US last year so I cannot use it to make calls.At the moment the app Global Call which Hemera mentioned seems like a good bang for buck app with call rates ranging from 3 cents to 9 cents to most of the countries.I'm using it since the past few weeks.Call quality is pretty decent and rates are cheap.

I used Vyke for over 2 years from my android phone. 2p to call Spain. Good PAYG rate and they offer 100% extra credit to UK peopel with code IBERICO. I saw it in El Iberico Gratuito newspaper last week. Recommend.

I've used VoipRaider (also a Dellmont brand) for over 7 years and it's ok over WiFi or 4G.
If you need it for a business, you might want to build your own platform using Twillio API.
