A-S parkign advice

Hi All,

First post on here but I have taken the time to read the sticky threads at the top. Long story short, I received a parking ticket yesterday (reason/explaination removed). Neendless to say I wasn't best pleased upon finding a parking ticket stuck to my windscreen.

I am planning on following the guide on appealing/going to POPLA if necessary, but the guide states to:

Consider waiting for the postal 'Notice to Keeper' in MOST
cases, unless it is NCP or WING or a small
PPC like 'S.I.P.' or 'JAS' or 'P4Parking aka
Nighthawk' who faff about sending TNC debt collector letters and
don't even send a NTK.

If so, latest advice is to avoid the debt
collector rubbish and appeal to NCP or a little
non-POFA2012 ticketer like 'S.I.P.' or 'JAS' or 'P4Parking' straight
away but as the KEEPER, not driver! Start a new thread if unsure about 'your' PPC - we can tell you if they are small fry or you
can search the forum for their name and read about other people's recent
experiences of appealing their tickets first. The reason I have added
NCP and WING to this list to appeal early is because of experience on
threads where they've refused to deal with the keeper after the NTK and the BPA
didn't force them to.

The PPC in question is AS parking (sometimes known as Athens Security Services Ltd ) .They do appear to be a BPA registered company.

Has anyone had any experience with this company and is it worth me waiting for the NTK or appealing straight away?

Appreciate any help you guys can offer, I really can't afford the charge and it stings even more that I paid for the parking ticket!!

    Hi Rob,

    Yes Athens Security Services t/a A S Parking are known to the forum.
    If you use the Search the Forum function on main page (in green band on right) you will be able to see other threads posted regarding this company.

    They do seem to be a relatively small outfit and don't come up very often so it might be worth appealing these early in response to windscreen ticket - but as the registered keeper not driver.

    Would be useful to see the wording on their ticket to know whether they follow the old model or not - in order to be see whether they are likely to issue a NtK or not.

    Could you post up a pic - as a NEWBIE you will need to post a broken link by removeing the http://

    This company may also use whats known as a contractual charge - which is nothing to be concerned about - just means that when you get to the POPLA stage your appeal needs special wording for points challenging the charge.

    So before writing your POPLA appeal - ideally photos of the signage on site will need to posted.

    They don't seem to do court and quite a few of the OP's seem to have ignored them (which isn't to be taken as advice - just info).
    Problem with ignoring even if they never do court is months and months of ignoring debt collectors letters and watching out for anything more serious like a Letter before County Court action or Court Papers themselves - and they have 6 years to decide whether to try to sue you .

    I think I would send the template first appeal early for this lot.

    One slight complication is that I am not the registered keeper of the car, my mother is. She is happy for me to appeal, but does not want to have her name put on the appeal. Should I pretend to be the keeper or just leave that off the appeal altogether?

    The front mentions contravention - therefore a typical breach of contract charge so shouldn't need special wording at the POPLA stage - though pics of the signs nearer the time will still be useful as sometimes the signs attempt to claim differently.

    The back says if no repsonse within 28 days Reg.Keeper details will be obtained but doesn't mention POFA so looks like they probably won't send an NtK but would just start with debt collector letters.

    So best to appeal early - if you're Mum really isn't happy for the appeal to come from her - then change the wording of the template 1st appeal from "registered keeper" to just "keeper" or "usual keeper".

    Also they are claiming on the back that to appeal you have to name the driver so would also send a complaint to the BPA Ltd as a breach of the Code of Practise.

    Make sure with this lot you send the full 1st appeal template letter.

    Another issue is that the form on the A/S website is requiring driver name, address and telephone number. Surely they can't ask for all of that?!

    I hardly want calls from them every hour demanding money if this gets nasty. They say that appeals submitted via email will not be accepted as well.

    Well they can ask for whatever they like - doesn't mean you have to supply it though. I wouldn't supply a telephone number and you are not obliged to provide the drivers details - they may start mucking you about later saying a valid appeal wasn't received but the forum will help you deal with that if/when it occurs.

    The rear of the ticket gives an email address
    appeals@as-parking.co.uk
    Send your appeal via email to that rather than using the on-line form or post an appeal - 1st class from the post office and ask for a free certificate of posting - this is deemed by law to have arrived within 2 days.

    Add to the complaint to the BPA the issues with the on-line appeal form too

    No of course they can't. If the form can't be submitted without entering those details just enter "I am not obliged to tell you" in each of the mandatory fields.
