PCN appeal: is giving address mandatory??

Hello, I replied to PCN notice from private car park using their appeals process guided by the template given on this site. I did not give my address (keeping to the format). I see that the Parking Company do ask for this ("must be given" with appeal).

I am yet to hear, assuming they would use DVLA if necessary to make contact (BPA approved operator).

Am I right or wrong please to withhold my address? - and Should I contact them with it now? (to avoid further potential penalty).

Thank you for your expert advice.

Who's the parking company? And have they sent you a notice to keeper? Also is this England or Wales ?

    Thanks

Did you appeal in response to a windscreen notice?
If so how long ago was this and which PPC?
  • Yes, this was in response to a windscreen PCN in a dimly lit private car park - in England. Company is "Premier Park". Around 3-4 weeks ago.

Thank you. (I don't wish to be too specific about my personal case...)

They won't respond to you is my guess, and they won't send you a NtK either, my thinking is that in about 5-6 weeks you'll get debt collector letters saying you've missed your chance to appeal, as they will pretend that they sent you it and you ignored.

If I'm wrong I'll go and sit in the naughty corner for my cynical mind :)

Thanks for the info and no - you're quite right - don't give out too many specific details.

As you haven't given your contact details they may be treating this as you haven't in fact appealed.

They may get the keeper details from the DVLA then send out an Notice to Keeper but following a windscreen ticket that can arrivew anywhere from 29 to 56 days after the alleged event.

    So you're options IMO are
Contact them with a copy of your appeal giving your address
    or
wait and see if NtK arrives
  • rather disconcertingly I had a call this evening which "hung up" before anyone spoke. When I Googled the number it was a (local) debt collector, so feel slightly spooked.

Original PCN was a little less than 4 weeks ago. . .

They can't have got your details as yet, because this is a windscreen ticket they must wait until day 28 after ticketing to get your details.

  • Mmm, strange!

Is the concensus to write back again supplying my address?

(I had understood this wasn't recommended - but maybe was misunderstanding)

    Thank you.

There is no right answer as we don't really know what they are going to do next, it's basically up to yourself what your next step is. My opinion is that you won't hear from them as they know now that you will appeal with that wording. I think they will go straight too the scamming g debt collectors.

Unless this is a lease/hire car, you should have waited for the NTK (postal letter to keeper) anyway which is the advice on this forum. See the NEWBIES sticky thread. Hope you haven't used a template from the actual MSE site (not the forum), written ages and ages ago by non forum members as part of a fairly basic site article? Hoping even more that your appeal hasn't stated who was driving? Did you read the 'NEWBIES please read these FAQs first!' sticky thread at the top of this forum (hope so), hope you used that template and just missed the fact you weren't meant to send it this early but of course it includes your address?

Premier Park don't issue POFA compliant NTK letters which is one big reason to wait, as you want one of those! So as long as you own the car, wait and see what you get next and if it's a NTK then just re-send the NEWBIES template appeal, obviously with your address on it seeing as they will have got that from the DVLA anyway.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
