These wheelie bins leave a lot to be answered for!
Ours on our access road are always being blown over, bottles/cans/rubbish blowing down the street.
One neighbour has a streetlight outside his property, and he's resorted to using bungee cords to tie his wheelie bins to that, so that they don't blow over.The mind is like a parachute. It doesn't work unless it's open0 -

Post Office jobs done had to wait in long queue only one assistant on. You are lucky if you go in and both windows are manned.
Then went Mr A's and used my APG from the receipt I wombled the other week from between railings on way to Mr T :T

Therefore it would have only taken about ten seconds for binmen to put them in correctly. This is a service we pay for its the least you can expect really.

Proof that they didn't?
When the bins are empty they are easily moved/blown over by the wind.
I have a second wheelie bin for general rubbish that appeared about a month ago, next to my own.
It does have the number of the house painted on it. I could take it back, but equally, after a month, why hasn't the person who's bin it, come looking for it yet?!The mind is like a parachute. It doesn't work unless it's open0 -

No apologies hun. Its just one of those great things about scots law I love. There are a few things like that, I sit and watch these programs and say Aye well it doesnae happen up here !! We are quite particular about money laws.

I'm not certain but think maybe Snap wouldn't have posted this if it was a result of wind. Just a theory.
Besides you sound a little aggrieved, perhaps a direct connection to the refuse dept in some fashion. Again just a theory.
