Dubious/Harsh? North Essex Parking Partnership Ticket

The brief story.... I received a ticket from North Essex Parking Partnership "code 02 Parking in a loading bay"
I have parked my motorbike on a town square alongside others and the bicycles for the over 10 years the exact same spot no problems or issues. (over 20 feet from the actual road) to satisfy my own paranoia I have asked before and it was confirmed to be ok by a traffic warden.
I parked my bike next to 2 mopeds, went to the bank but it was already shut I returned to a ticket not even 6 min later as if the guy watched me get off an done the ticket instantaneously no grace period given (not sure if NEPP has one...?) The 2 mopeds next to me had no ticket....enraged and shocked I dashed around to find the Warden, 1st one i found even said "I saw your bike sitting there thought to myself it looked good" then was surprised when I told him I got a ticket as he didnt see a problem with where it was!
I eventually found the Warden who gave me the ticket, he said he done it as in his opinion I was not close enough to the other bicycles, when I said "why didnt the mopeds get tickets" His reply was "I thought they were close enough" when I tried telling him he was giving me a ticket based on his opinion he pointed out some very faded almost non existent lines coming off the kerb and onto the double yellow lines apparently meaning the yellow lines are enforced all the way to the nearest building.
"but if you were a little closer i wouldnt have done it" where his final words
This is why I got a "02 parked in a loading bay"...Obviously its not a actual loading bay.... I was off road by 20 feet parked out of the way on a square where people eat, park bikes/motorbikes and drink cheap lager till they fight or harass others.
Theres no actual markings next to the bike racks, or signs stating its not aloud and as we talked more bikes pulled up there....
I had no idea what these faded lines meant.
The lines are not visible coming off the kerbs (almost non existent) for over ten meters. But also you can get onto the town square where the bike was parked without going up the kerbs where there are yellow kerb lines. He just pointed to the ones nearest my bike.
I have appealed within the 14 day limit, as I had no idea about this place.
Can I use this evidence or anything else after I get my response back from them?

Never heard of these lot before, by the looks of things you've appealed to people who can't get your RK details from the dvla, you should never appeal normally to tickets on the vehicle, now you have given them your details you'll get the debt collectors writing to you as they will reject all appeals.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.

I had no idea I thought they worked in partnership with the local council so it was the ones you cannot ignore...?
It says they are working as agents for the enforcement authority of Essex County Council.

This is a legit/council ticket by the looks of it:

So you would probably be best to take this one to Pepipoo, the experts on challenging council tix - but read the info threads first and give them all the info they ask for.0 -

Defo Council. NEPP are wholly-owned by Colchester Borough Council & operate parking services on behalf of Colhester, Braintree & Tendring Councils.
First off, go back and check the FULL LENGTH of the double yellow lines. Are there any breaks *even to one line)?. If 'Yes' then the lines are unenforceable as they do not comply with legislation (you can find some good legal advice about this via google).
Also, try to find-out if the Council actually own the land you were parked on.
If the PCN was issued in Colchester, then I have to go into Town on Tuesday & am more than willing to meet-up with you to look at the area. Just send me a PM.Never Knowingly Understood.

It was on the clacton town square parked as far from the drunk hoodlums as possibleIll have to check the actual double yellow lines for breaks.
He reckons it was solely down to those small but chunky double lines that go down the kerb and across the main double yellows. these are almost missing! like someone has splattered a paint brush on the floor.

I noticed today there is spray paint marking out a box area around the bikes as though something may be properly allocated there soon ....maybe a lot of complaints recently.....?0 -
Can you link to show us your pepipoo thread please as we'd like to see when you win. However, faded/broken yellow lines are not the 'get out of jail free' card you might think they are. Luckily, pepipoo posters normally find other grounds of appeal from the posters there and win in the end.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
