    Sorry, was referring in this case to Belfast City Council. (I know there is life outside of Belfast !!)

    I'm all for it personally.

    Just on that, I wonder how all these "Local" orders will be applied when the "Super" councils are formed. i.e if one council has an order like this and the one it is merging with doesn't, does it or doesn't it apply any longer...... No doubt this will all have been thought out already !!!! ;)

    Is Stormont estate actually under Belfast city council though? It doesn't show up in their list of parks on the website

    No it is owned by the government/civil service and grounds are maintained by their grounds staff.

    So therefore there is no need for a Belfast City Council by-law.

    Possibly an amendment to the stormont regulations or similar

    Just for complete clarification on this matter. Dept of Finance and Personnel "own" and manage the grounds.
    The notice (listing many do's and don'ts whilst on Stormont grounds), that has been there for a considerable time, said that dogs had to be on leads - but it was not ([STRIKE]strictly[/STRIKE]) enforced.
    However following several "attacks" recently by dogs on visitors a new large notice was erected stating dogs must be on leads.

    We had a dog for many years and walked it regularly in Stormont.
    Firstly we ALWAYS cleaned up after it, unlike some people who think it is beneath them.........the same ones who take their dogs for walks around midnight and hope never to be spotted when their muts leave their mess at your gate, and they walk on supposedly oblivious. I have tackled such people in the past.
    Secondly I have been nearly knocked off my feet by "joggers",while rounding blind corners, in the wooded area of Stormont where we always walked our dog. They are as much a nuisance as most dogs.
    Thirdly, part of the rationale behind this latest move allegedly relates to a number of dogs being injured or killed on Prince of Wales Ave., the main thoroughfare from the front gates of Stormont to the Carson Statue. Who drives there? Almost exclusively Civil Servants who work in the Estate. I have regularly witnessed such people overtake other vehicles on the way up the hill in the mornings, on their way into work presumably. Isn't it good to know that those particular Civil Servants are so keen to serve us all, that they have to overtake others in order to get to work ASAP on our behalf. More to the point. Is there not a speed limit on that stretch of road? I believe it is 30mph but stand to be corrected. Maybe it is 20mph? Is this enforced? Not to my knowledge. Try also watching the exodous from the Massey Avenue Gates from around 4:30pm on weekdays. No speed restrictions there apparently.
    All this huffing and puffing about dogs on leads is another example of the Nanny State. Dogs need exercise and I can see no reason why they cannot do so freely in the wooded areas of the Estate, to the left of POW Avenue. Will joggers be restricted? Don't think so. Will speed limits be enforced? Don't think so. Cars travelling in excess of the speed limit in the Estate are a heck of a lot more dangerous than dogs with responsible owners accompanying their animals running freely in a densely wooded area.
