Parking Eye coming to our Aldi car park

our local Aldi is situated in the main shopping area but only shares the car park with an Indian restaurant which currently is not occupied so Aldi appear to have taken over the rights to the whole car park.
Signs have gone up and today I received a flyer whilst shopping in Aldi's with the new rules and regulations - 1.5 hour maximum stay for Aldi customers only for use only whilst shopping in store.
Failure to comply will result in a parking charge of £70.
Now there is a pathway down from the car park to the local Marks and Spencers and a selection of other shops so people park in Aldi's - right opposite the local primary school and visit a range of shops including Aldi and are likely to be there over the designated time.
How can I find out if what Aldi is proposing is legal?
What advice can I give people who are likely to be caught out by these cowboys?
How do I find out if planning permission has even been granted for a chargeable car park as it has never been chargeable and there is no way of paying extra to pay longer - just the £70 charge for going over and hour and a half - even though there is no discernable loss to parking eye?
Sorry for all the questions - just want to be able to give people the correct facts when they get caught out!!

Would love to be able to design a similar flyer to the one Parking Eye have produced to explain to people their legal position, and how to appeal the £70 charge before people pay it!!0

Have you tried the council planning website? Also ask the council if this car park is only for use of Aldi customers, very often the reason why they got permission in the first place was because shoppers could use other shops.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.

can you confirm though that these are still ok for Scotland or are the rules different up here??0 -
You never mentioned it was Scotland! And most of it is still relevant up North, except no pofa 2012 so no keeper liability, and of course no county courts. The advice in Scotland right now is to ignore unless the vehicle is not yours.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. thanks so much - although I may have problems convincing people to just ignore it when the threatening letters arrive - have asked pepipoo if they have a similar flyer available for Scotland that fits in with our laws - really don't want these scammers taking advantage up here - have printed off some of the 8 to page flyers but they do see aimed at England and Wales0 -
Yes they do, its probably because most tickets are from south of the border, they actually should update the fliers to what is relevant now, because it is not actually 100% for england and wales either as the advice has changed.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. Actually the Pepipoo flyer suggests ignoring so it is equally valid for Scotland. Perhaps use a yellow highlighter to make the Ignore advice more prominent?0

would hate to give anyone the wrong advice but it seems ignore is the way to go in Scotland. I have posted on the Pepipoo website for clarification and have also emailed all my local councillors to enquire if Aldi have received planning permission to have Parking eye take over this car park and make it a charging car park after 1.5 hours - thought I might just make life a little bit difficult for them if I could!!0

They're actually NOT making it a charging car park ... they are not trying to assign a contractual charge (like pay & display). They are trying to profiteer from breaches of trumped up rules of parking.0
