Still no mention of S&S ISAs and still suggesting that the ISA is the best end destination which I'm not sure it is in all cases.

Yes, exactly what I intend to doI think it will also mean that many people can use an ISA as an instant access savings account if rates are better. If you have £3k then it isn't easy to take out and replenish in an account when the max is £6k per year. Much easier to do when the limit is £15k.
