    Had another letter through the post. This time saying they will report back to tps with a recommendation to commence court proceedings if I don't pay, the alleged offence is unfair so I feel like I should not pay but like I said with every threat and slightly increasing aggressive tone in these letters I worry.

    Nothing to worry about - these letters have been doing the rounds for at least a decade, since the DVLA decided to let PPCs loose with our data.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
