Porting to Three from O2 - should I be worried?

It was agreed that my OH's number would be ported today from O2 PAYG to Three. PAC code was given last month and Three confirmed that the transfer would go through today.
Luckily we have 2 phones so can monitor the situation.
The Three website states that it should be complete by 5.30pm, but at the moment:
O2 number is disconnected and is not available when calling.
Three original number is still active when dialling into and out from 3Mobile.
Also, Three did not give any advice as to what to do on the day of porting, just that we should "check the phone from time to time". Should the phones be turned on or off??
Should we be worried that the port hasn't happened yet, or am I too hasty?
