Contractually, they don't need any permission to switch your line to LLU. I don't see why your line is now slower just because you are now on LLU beyond the exchange-the local loop will be the same.
iPlayer should stream happily on about 3MBps, so sounds like you have another issue.

Hi everyone my first time posting so bear with me.
I can really empathize as we are experiencing similar.
Had Primus at our old house no problems but since moving cannot get broadband. Primus are aware there is an issue but refuse to do anything about it blaming "fault at the exchange" or broken router. We have been without now since 19th February. They continue to charge, refuse to compensate or refund. They do not respond to phonecalls or emails. They continue to bill to our old address and send the new router there insisting they cannot send a new router to the new address until the one they sent erroneously is returned. No one at our old address has the new router so we cannot return it. In spite ofno signal and their admission of faults they insist we are in contract with them and must stay and pay or we can leave and still pay.
The service is a joke - save yourself time and money - don't sign up with them.0
