The Petas appeal service by a PPC

I know this has been deleted previously, but this needs to be discussed on here. Prankster has blogged about it below, but I'm frankly stunned that he is endorsing this disaster.
The Prankster will throw his hat into the ring and side with the parking operator. He hopes many more operators will join in and offer similar services.

I'm not having a go, but this already being done with popla, we don't need or want multiple appeal services popping up, this is going to muddy the waters, and this is what these companies want!

http://parking-prankster.blogspot.co.uk/2014/04/parking-company-starts-service-to.html

Also I notice that nev has actually helped set this up, and he is actively going to work on this, words fail me honestly!
The idea and principles behind PETAS were originally conceived over a year ago by myself and a PPC operator. It was never my intention to have any further involvement other than in an unpaid advisory capacity and I saw a paid for service as merely another tool in raising the percentage of appeals and complaints to help force change. However, after seeing a number of responses today, being mostly hostile, suspicious and negative; I have decided to take a more hands on approach and work in partnership with the PPC operator to ensure that PETAS provides a cheap, safe, secure and reliable service for those motorists who (for whatever reason) simply haven't got the time or energy to deal with a private parking ticket themselves.

  • Stroma, surely anything that helps to get more refunds into peoples pockets and helps to apply pressure to parking companies will help. also it means another entity is out there working to help our'cause' even if at the end of the day they are a 'for profit' entity.?
  • Just to clarify, this is not an appeals service like POPLA is an appeals service.

This is a service to do all the paperwork on your behalf, for a fixed fee, taking on liability for the ticket, and communicating with the PPC and POPLA/IAS on your behalf.

It is for people who cannot be arsed to do this themselves and do not mind forking out the cash.

No doubt the BPA phone lines will be red-hot this weekend.

My view is that this will be added pressure to drive charge levels down to a point where they are a genuine pre-estimate of loss, at which time the service can close down gracefully.

If either of the two competing services are a success I can envisage a rash of other people getting in on the act and huge numbers of invalid tickets getting cancelled, which can only be a good thing.

No this is not going to help anyone, how the hell can a private parking company set up an appeals service when they issue invoices themselves? This is a serious conflict of interest, it's like pay day loan companies offering financial advice on how to avoid high interest loan companies!

This disaster should not be allowed to continue, anyone connected or endorsing it must be mad. This service cannot be trusted as it's not independent and can't offer impartial advice, or fight your corner!

They won't be offering advice. That's what people pay for; not to have to waste their own time researching and getting advice.

If they fail to fight your corner, then they have to pay the £100, not the motorist.

I can't see how the motorist loses out, except of course they have to fork out the fixed charge...but to be honest if all parking charges were £16 I think most people would pay up and this forum would not exist.

And what guarantee is there that they will pay anything if they lose? The advice is trusting what they have to say, this is a private parking company, this is an industry that has scammed people for the last decade. None of them can be trusted to suddenly turn from the scam to this service.

I encourage everyone to instead back this service to complain to the bpa, I'm sure Steve Clark and Co will love to hear this. One of their brethren setting up a so called appeals service so they can be paid for tickets they don't invoice themselves. I am going to make complaints to ICO on this as well.

  • I've never doubted Prankie's integrity.

If the aim is to reach a baseline of GPEOL then he's going about it the right way in my opinion.

How will they deal with motorists who have received a PCN from themselves?

Ah, a £16 charge, which probably isn't so far away from a genuine PEOL.

I'm not questioning his integrity!! He has his opinion and I have mine, it's not about questioning him on a personal level, I don't even know him apart from some blog posts and posts on here, so I'm not in a position to question his integrity !

The point is that I question his opinion, that is something i have put on here, this is done publicly because the blog is public! That is what a debate is about.

    .

I can appreciate certain attractions to these services, not least the prospect of a nice internecine war between the PPC's.

What I can't quite grasp is how liability is going to be legally transferred from the motorist to those offering this service.

My other concern would be just how up to speed is this outfit with the stuff we deal with daily, and which we know that KIFL and 4CR are well versed in?

And, as I said previously, how can they be issuing (as they will now be arguing against) unenforceable charges and fight them with all other PPCs who are snorting in the very same trough. Ultimate hypocrisy.

I'm sure they'll be very welcome at the next PPC Oscars' Evening. I wonder what spuriously concocted award they'll be getting? No doubt to be presented by Mr Lester :rotfl:
