help with parking fine

hello need some help please my wife went into labour two days ago and because I was at work, mother in law gave her a lift to maternity ward. She paid for a ticket but as my wife is hospital staff she only needed to pay 65p for 12 hours, (this is a perk for hospital staff) In the moment my wife forgot her parking permit!And in addition wasnt driving her own car, Because of her situation(in labour)it was the last thing on her mind to worry about. Mother in law got back to car 30 mins later to find a parking fine we will appeal but as my wifes mum is scared of getting into trouble she wants to pay it!is there anything i can do other then appeal
