I'm with the don't do it brigade here.
It may be worth telling him to go down to council offices, and applying for social housing where no guarantor will be required, or advising him to seek employment.

* No, you will not be liable for credit cards, loans etc.
* yes you will almost certainly be liable for tenancy-related debts: rent AND damage
* the liability is likely to be ongoing as long as the tenancy continues - NOT just the initial fixed term period. ie if he stay there 3 years you'll probobly remain liable.
* if he stops paying rent, you can be chased for it. If you don't pay, you can be taken to court
* if you pay his rent for him (as above) the landlord will have no reason to evict him, so he could continue to live there, and continue to not pay rent.
* so you could be paying his rent for years
Don't do it. Find an excuse. Lie eg 'we have poor credit rating so will not pass the credit tests'; ' we have a County Court Judgement against us already' 'We do not have enough money'
