Highview parking fine! What to do?!

I have today (3rd April 2014) received a charge notice from HIGHVIEW Parking regarding me staying at riverside retail park in Norwich for 3 and a half hours on 18th March 2014. as you can imagne, I was stunned as I didn't even know there was parking restrictions in place there!
i was shopping in the numerous shops there. this included getting stuck in NEXT for 1 and a half hours whilst they sorted out an order of mine which inturn meant i had to feed my 7 month old son in costa coffee (also situated on the retail park)before leaving. hence i don't want to pay the fine and feel that i should not have to!
ive scanned the internet and it would appear that the general consensus is to either ignore or appeal. however, most of the advise seem a year or two old.
therefore,
firstly, does it still apply even though I have received the notice 14+ days after the incident (i know this is relevant when it come to police speeding fines)
secondly, do I appeal or simply ignore??
please help! i apparently have 14 days to pay the reduced fine before the full fine kicks in!

Just brought a new car 2 hrs ago and my wife parked at wilkinsons in Porthmadog. She brought a parking ticket.
when she came back to the car she had recieved a fine for parking out of the bay.
this seems excessive
the carpark was half empty
smart parking run this carpark
i have sent an appeal
do i have to pay this fine
i have contacted wilkinsons who will not do anything to help
my wife is in bits

#1 Eradicate the word "fine" from your vocabulary with respect to private parking charges; they are not fines, they are speculative invoices.
#2 Unless you are in Scotland or NI then the "ignore" advice has not been correct since October 2012.
#3 All the advice you need is in the NEWBIES sticky thread.

ok Coupon-mad, no need to be so rude. i understand that you may be frustrated but you could have worded your responce much less harshly. i am new to this and was simply looking for help and advice from fellow people that have had a similar problem0

crickey, i thought the policy was "give newbies a chance! please be especially nice". obviously not.
i am following the advice thanks (no need to be so patronising) and i am thankful for it but there is a way of advising people without the need to be so plunt and rude. take bod1467 post. he said the exact same thing but did it in a way that adheres to the "newbie" comment on this website.
i know it gets frustrating but there is a way of speaking to people and if it continues you will start losing people to this helpful website0 -
