Cancelling my Orange phone contract

Im New to this forum and just looking for some advice. I am trying to cancel my Orange contract, I have about a month left before the end of my contract and phoned up today to give them the 30days notice required. They said that I cannot give the 30days notice until I clear the outstanding balance of £38.40. I explained I was not in a position to clear it today but would be in about 2 weeks time. Is this right, do I have to wait till this is cleared before they will accept my notice to quit the contract. I don't feel this is fair and feel it is just another way to get a few more weeks of payment from me. I fully intend to settle the outstanding amount.
Any advice on this would be greatly appreciated and if im in the wrong I will just have to accept this.
