I have a NTK ( notice to keeper ) posted date 30/01/14
I have a NTK ( date notice is given ) 03/02/14

I was just ignoring these letters but today received a pink letter from ICC Legal services ltd demanding £130.00 threatening court action,

Pink? They sent you the PINK letter? Oh carp, you are really in trouble now! :rotfl:

Seriously, though, are you saying that:

    (i) they stuck a fake ticket on your car on 24/10/2013 and
(ii) they sent you a NtK dated 03/02/2014 but posted 30/01/2014?

Because if so, they are waaaaay out of time for registered keeper liability.

Your choices are (i) ignore everything and see how far into deep water their idiocy will take them or (ii) write to them (CPP, not ICC "Legal" - yeah right - Services) as the registered keeper (do not indicate who was driving). Point out to them that they have failed to meet the requirements for holding the keeper liable under POFA 2012, so they and their toothless debt collectors must now cease contacting you and pursue the driver instead (without, of course, telling them who that was).

  • Yeh if I'm looking at the correct dates. I sent them a letter on 4/11/13 basically telling them to go away and they sent me a load of blurb on 19/11/13 saying they reject my claim. I ignored this and next letter was the NTK as dated above
  • Oh and I have a keeper liability notice dated 11/3/14

:wall: You need to tell the whole story, not just bits of it.

If you appealed against a windscreen ticket then you've blown it as far as POFA 2012 is concerned, they now know you were the driver.

Also, if they sent you a rejection on 19/11/2013, did they include a PoPLA code? 'Cos if so, you've allowed it to expire and you've blown it for PoPLA also.

Basically you've no choice now but to continue ignoring them.

  • In my letter I just said 'the registered keeper is under no obligation to identify who was driving' their letter back to me just requested the drivers details. There was no popla code and I haven't contacted them since. They said they couldn't progress an appeal until they had drivers details.

All I've had from them is the NTK 03/02/14
    And the KLN 11/3/14

If they have acknowledged that the letter you sent them was not an appeal (regardless of whether you intended it to be or not), then it might be worth reading the 'So you think you've left it too late to appeal?' section in the Newbies sticky thread.

This is like getting blood out of a stone.

What did you receive from them on 24/10/13? Was it a windscreen ticket?

When did you write to them, and what did you say?

When did they write to you, and what did they say?

Please give the full details. As it is, every time someone replies to you, you come back with yet another important fact which you failed to mention previously and which alters the entire complexion of things.

Yes you can. Upload them to an image website, such as photobucket, then post the links. As you're new you'll have to post the links without the http://www. part.

Also, it would be helpful if you wrote out a full time line, with the date the incident happened and the dates and contents of all correspondence both to you and from you.
