Oh yes most definitely harassment. When it is raining heavily or super cold, make sure you open all your windows and if they copy you they are definitely 'out to get you.'
To make doubly sure, I'd also ring the RSPCA as well to report her for cruelty for not letting her cat out to play with your cat. Show her you really mean business.0 -

hi if there haveing blinds open at night pulled up with lights on ,is this invadeing my privacy .Another thing when i pull up in the car someone opens window and looks through ? also im a attractive woman ,some people cant live near that when they have a partner do you get me?0

Is that not more like invading their own privacy? Lights on and blinds open means everyone can see what they're doing :eek:!
