No, it isn't normal but it's not harassment either.

I'd be minded to decide not to notice what they do as they obviously have too much time on their hands. Or you do.

Maybe the neighbour opposite has an OCD issue... Can't imagine it being any worse than that! :D

I'm guessing you do it approx the same time every day.Like most people, including your neighbours...

Is it not coincidence?Or do you think they spend all day Sat watching you out the window with a pair of binoculars that can see through things nothing else can, know exactly what window you are stood at/touching the handle of and copy you for a laugh?!

    Think about the answer seriously.

Are you sure that it is a house opposite you, and not a huge mirror?

Is it harassment - Shirley not!

Probably more likely there is one particular window in both houses that is an obvious one for you both to want to open so both of you end up opening the same one!

Even if they were watching out of their window to see what you do and copying which window to open, it wouldn't be harassment. It's the sort of thing that you should be able to easily ignore...it'll only bother you if you focus on it and let it bother you (which you really shouldn't!!).
Common sense?...There's nothing common about sense!
