Personally I think in this occasion it doesn't matter what the quote said.... In the Skip Companies defence, it seems YOU called and ordered it so I think you'll have to pay for it..... whether you can get the money back off the builder is another matter... may just have to bite the bullet on this one I'm afraid....0

Make sure everybody you know hears about the practices of your builder.
Builders often get work through good word of mouth, make sure that doesn't happen.0 -
Surprised that the skip was delivered without payment up front. Any skip I've ever used (and there have been a few) have had to be payment on delivery.
It seems simple to me - did you call the skip company and order the skip? In that case, it seems reasonable that they are expecting you to pay for it. Or did the builder order the skip? If so, then he should pay for it.
At the end of the day, you are the one paying for the skip - either directly or via the builder. The thing you want to avoid is paying for it twice. Keep trying the builder (6pm is a good time, as they're likely to be home from work but not yet gone out for the evening).
Is the skip in the way? If not, just leave it be until this is resolved. Or, if it's causing an eyesore you might be happier to pay up and then try to recoup from the builder via the small claims court.
An object lesson in getting everything in writing and being very sure of who is doing what. And also not paying until you're happy with the job.No longer a spouse, or trailing, but MSE won't allow me to change my username...0
