I don't thin that is true. You can choose to. You can pay in two installments (April and October). You can also opt for monthly DD and they collect(I think) in 10 monthly installment
The full payment for 12 months ahead is DUE in the April. Most(all?) companies let you pay it in two instalments April/Oct or set up a monthly DD.
However if companies have experienced payment problems with the customer,(missed DD payments etc) I believe they can insist on payment up front!0 -
OP, Thames Water let you split the bill over 8 monthly instalments, you can set it up online
