passport photograph (signed and dated by a person of standing)

I require this for a job interview.
I do not know who I can use for this. I have not been to my doctor's in years, nor the dentist or opticians (Yeah I know I should)
I am currently on job seeker's allowance so phoned and asked if I could get a job adviser to do it, as "Civil servant (permenant)" is on the list of people suitable for this, but I was told that they would not do that as in her view it's supposed to be someone that can vouch for my character, though the employers exact words were "UK Birth/Adoption Certificate and a passport photograph (signed and dated by a person of standing to confirm that it is a true likeness)" nothing to do with my character...
So what do you recommend I do? At the moment I am thinking about phoning individual advisers that I have history with and seeing if i can convince one of them to do it, and try explain as clearly as possible it is only to confirm that the photo is a true likeness.
Starting to panic a bit as the interview is on Monday and I didn't consider this would be a hurdle I'd have trouble leaping.
Update: Spoke to another adviser, she spoke to her manager and confirmed that is their policy not to do that under any circumstances... I'll refrain from whining about the job centre.
Update the second: Spoke to my bank, they said they'd be happy to do it if i just popped into my local branch and asked to see someone. Fantastic. Suppose I should have figured the people that want my custom are the places that are the ones that want to keep me happy!

How long is it since you left school?
Would there still be a teacher there who would know you?
Are you on Facebook? You could try posting a status saying you need someone to do this. Someone on there who knows you might be able to do it even though you hadn't thought of them?0 -

Trouble is, it is not the 'Job centre' signing the photo, it is the advisor personally declaring.0

It's the same situation with a doctor.
Mind you, I suppose it could be said there was a declaration if interest as the Passport Office and the DWP are both government agencies.
Doctors ultimately are government employees too though (unless they practice privately). (the NHS being state run).0 -

Do you mean a passport sized photo or is this to get a british passport?
If it is the later then the list is very long of who can sign it but the person must sign to say they have known you for at least 2 years

The list includes a manager of a VAT registered company, do you know anyone whos a manager at anything but a tiny company?
The Irish passports are much simplier as it is just a case of saying its a true likeness and no need to certify that you know the person at all0 -

Most general practitioners are in private practice and are not NHS employees. Their practices are badged as NHS because they provide a service funded by the NHS but they are private businesses.0 -
Why not ask a vicar they seem to have no problems eulogising people they never even met.0
