In the Dominican Republic 12 months ago my 17 year old was offered an adult wristband almost 'on the sly'. However a few months later he was refused an adult one on an all inclusive on Teneriffe as they issued wristbands when you handed in your passports and were strict with the under/over 18s.
I'm taking them to Mexico at Christmas and my next son will be 17 then and is desperately hoping he can get an adult wristband, not because he wants to drink but because he wants to look like an adult, even with an adult wristband he will probably stick to coca cola.

it is the age in the destination country- but you also need to book the person involved as an adult as usually the hotel will have a print out of the adults and this is who gets the bands0

they tend to sort out the rooms in this way - if they allocate a family room to 2ad & 2 17yr olds you would often struggle to get them passes- this may sound bizarre but was common practice in spain a while ago
As I have more than the 'typical' 2 children my children have always had their own room...and paid full adult fares, but they still couldn't get wristbands in Teneriffe.
