Are they charging for the van or the fine?

How was the original quote done? A declared cubic footage or a generic "3 bed house" or?

The fine is certainly their problem. The extra vehicle may be your problem if you understated the amount of goods you have

Does the friend have a written quote and terms of business from the company? I'm going to guess the answer is no...

No. The price was agreed as a result of the firm visiting the home at location A, assessing the weight/volume involved and quoting a figure for doing the job.

To be fair no request for additional payment has been made, just a remark by one of the crew. Also the job was done in a professional way at a price that was about 20% less than a major national removal. Maybe the boss will do nothing.
Few people are capable of expressing with equanimity opinions which differ from the prejudices of their social environment. Most people are incapable of forming such opinions.

En route to B the vehicle was stopped by police and found to be overweight and fined.

Was it? Really? Call me cynical, but, I wonder how many times they get stopped and fined on big jobs ... which helps bump up the cheap quotes they give.

Is there any evidence that the police DID stop and fine them?

Not doubting you or your friend, but the removal company! :)

Anyway, their failure to correctly load/weight the vehicle is not your problem. Nor is the fine.

If they were stopped by VOSA or the police they will have paper work confirming it.

Incidently they must have been a fair amount overweight as they don't always fine you for a small amount over they can just insist you remove the extra weight
