Can somebody help me? I have just got a letter from a debt collector about a unpaid parking fine at Fistral beach in August 2013.
At the time of getting the fine I appealed to Parking eye and have not heard from them so I thought the matter was dealt with.
Do I have to pay or is there some way of appealing.
I only have until the 1/4/14 to pay or they say I will be taken court.

A debt collector cannot take you to court - only Parking Eye can. (And even then they probably don't even have standing to do so in their own name).

You can't miss it, the top thread. Includes info on complaining to the BPA about no POPLA code being given - if that's what happened to you. So read the thread and complain to the BPA now, and reply to PE urgently and formally.
There's another sticky thread about responding to a LBCCC and you've missed reading that as well (second thread down on the forum, Crabman's post of parking stickies). YOU MUST RESPOND.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Did you appeal within the 28 days of getting the notice ? Did you send the appeal with proof of postage from the post office?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
