Ukpc / debt collection

Hey guys, basically back in December I parked my car on a FREE car park, 2 hours maximum stay. I've been on many other forums looking for threads on the topic of UKPC. I've basically not payed the £60 fine [ postimg.org/image/s9hiv46yj/ ] that they first issued, this then went up to £100 [ postimg.org/image/5tpwlh2d7/ ] and a final reminder [ postimg.org/image/sh55rmhx7/ ] then has been passed on to 2 different debt recovery agencies who are charging me £160. [ postimg.org/image/6yjyquou3/ / postimg.org/image/fbpnlio1n/ ] It's not the fact I can't afford the parking ticket that's the issue, I just think it's ridiculous that I was about 10 mins over and they are charging me so much for this. Well, today I recieved another letter [ postimg.org/image/xv3xz67nf/ ] with a reduced price of £128 but then threatening court action if I don't pay it.
Just want to know, what are my rights with regards to this situation? I've heard UKPC are just a pain in the A** and people should ignore them just feel threatened by the fact they bombard them with letters. Will they actually take me to court? Any insight would be helpful.
New people can't post links, sorry if it's a bit messed up, the bits in bold are pictures to the letters I've received
Thanks

The NEWBIES sticky thread explains it all.
You could have killed this off by appealing to UKPC and then POPLA, but that boat may have sailed ... UNLESS, all you've had is a notice to keeper? (That's what the first image looks like). There was no windscreen ticket? If correct then the keeper can write to UKPC to name (and address) the Driver and so discharge keeper liabilities. UKPC would then have to send a notice to driver, which the driver could then appeal and get this killed off.
OR ... you could continue to ignore everything. (UKPC don't do court, at least not yet and they're unlikely to start).
PS - edit those images to redact any personal, identifiable info!0 -
You would know not to ignore these (since 2012/13) if you read the sticky thread first:Just want to know, what are my rights with regards to this situation?

Okay so you have left your letters up on a public forum where parking companies lurk, and admitted you were driving. So they probably taken screenshots of you admitting this. Now you have only two choices either ignore this scam or pay. But you can make complaints to the retailer/s and ask them to get this cancelled. When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

I also have a parking charge from ukpc and I live in Scotland. I just want to ask that the advice has not changed for Scotland like it did for England and Wales. That it is up to date, because according to the advice I should be ignoring this charge, correct?0

The NEWBIES sticky thread is indeed up to date otherwise I would have amended it:
Sticky: **NEWBIES!! PRIVATE PARKING TICKET? OLD OR NEW? **READ THESE FAQS FIRST!** Thankyou!
Search the forum for 'Scotland' as a keyword and read about others in your shoes, and to read about the Dundee courier campaign, et al.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
