APCOA Parking Charge Notice

I have been trawling the overwhelming amount of helpful threads on here regarding PCNs and wanted a little assistance if possible.
My 80yr old Grandma received a PCN on her windscreen on Saturday. She parked in a disabled bay, displayed her badge and went on her merry way. She had no idea that she had to pay as she had never been to this car park before. When she rarely goes out to her nearest town centre the parking for the disabled badge holder is free so she assumed this car park worked the same way.
When I met her later that evening I asked her if she had bought a ticket and she explained the above! So I went up to her car and found the PCN. I went to the parking attendant's office and he advised he saw my Grandma get out of the car and walk down the stairs without paying, he said he shouted after her but she didn't hear him!
Anyways - I am going to challenge this PCN but what is the best way to go about it? Do I say that I am challenging this on behalf of someone? Do I pretend to be the driver? Do I say I am the registered keeper? I'm confused!!
Also am I right to go with the below angle:
It is a specific requirement of the BPA Code of Practice paragraph B(18.9) that there must be very clear terms & conditions signage at a height where a disabled driver could have read them when actually parking in a disabled bay - indeed without even needing to get out of the car.
But in fact no such signs with full terms are visible at these disabled bays, only the discriminatory/misleading 'Blue Badge only' sign. I say that the signs in that car park do not comply with the BPA Code of Practice requirements and fail to properly warn/inform the driver of the terms and any consequences for breach (as in the case of Excel Parking Services Ltd v Martin Cutts, 2011).

Use the template appeal in the NEWBIES thread once the first letter arrives - tell grandma not to worry as 2 appeal stages and it WILL be cancelled!
DO NOT LET HER PAY THIS.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
