Parking charge notice from CPM

Evening all
Any advice on the following would be much appreciated.
Yesterday evening I visited a hotel bar close to Watford to pick a friend who had been inside having meal. It was just before 7pm when I arrived and in general the car park was busy but not full. Out of convenience I pulled up in a disabled bay (out of about 10 bays there was just one being used) directly outside the bar as I was not anticipating getting out of the car. After waiting 10 minutes or so and my friend not coming out (or answering my phone calls) I switched my ignition off and walked inside to get him. Following an exchange of pleasantries with a larger group of friends inside, the two us left and went outside to the car (another 10 minutes or so later)- that I then discover to have a yellow sticky envelope on the windscreen!
I reckon whoever put it on waited for me to get out of the car and straight away begun issuing the ticket!
I know briefly using a disabled bay is inconsiderate, but for the duration of time I was in it (and the emptiness of them in general) I feel getting fined is completely unfair. The charge is for £60 if paid within 14 days or £100 if later but before 28 days.
Question is can I do anything to avoid not paying this and not facing any repercussions?
Thanks in advance for any help/advice.

you definitely have not received a "fine" , you received a pcn which is an invoice for a perceived parking contravention on private land
so follow the advice in here https://forums.moneysavingexpert.com/discussion/4816822 , waiting for the NTK and following this flow chart in post #9 https://forums.moneysavingexpert.com/discussion/49220550 -
Same as all other threads - use the template in the NEWBIES thread, the one you are meant to read first before posting! But ONLY after getting the first postal letter.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:
Home»Motoring»Parking Tickets Fines & Parking - read the NEWBIES THREAD0 -
Need to ask a question:
1) Are you the registered keeper of the vehicle?
If so, then don't do anything for the time being. Wait for a notice to arrive through the post and then send off the first appeal, as per the template in the Newbies sticky thread. Also have a read of that thread to familiarise yourself with the process. If you are not the registered keeper then the advice is slightly different.0 -

Yes, I am the registered keeper.0 -
Ok, so just wait for the notice to keeper to arrive through the post. Should arrive 29-56 days after the window ticket was issued.0

I did, I'm just concerned regarding the section copied below.Coupon-mad wrote: »Same as all other threads - use the template in the NEWBIES thread, the one you are meant to read first before posting! But ONLY after getting the first postal letter.
- If no time to 'dig out flaws' in paperwork, just use our appeal examples, no need to dig any deeper unless your PCN was from 'Devere', 'District Enforcement', 'Secure a Space', 'Napier', 'CPM' or 'Combined Parking Solutions' - if so, please start a thread with a picture of the sign on site and don't respond to private messages offering 'help'!0 -
read post #2 again , the links tell you what to do etc , also post #4 tells you what to do as well !
no bailiffs will come to the door0 -
Then what?
I'm just worried things would spiral out of control and ill end up having bailiffs knocking at my door!
Please, wise up - read this old but good summary of the facts about this worry:

Come on this is easy - we help people to win every day. The only reason I mentioned CPM separately is because they use wording on their signs sometimes that needs a particular POPLA appeal wording. It doesn't change anything else in the process.
This is simple to get cancelled.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have been given a PCN.This was my answer..:
I didnt gave my deatils away and tried not to confirm that who was the driver.
OUESTION: today I received a letter from the third party company askinf for my deatils..Shall I just stay put and wait for NTK???
As the registered keeper, I have received your parking invoice which of course, I decline your invitation to pay. I wish to invoke your appeals process, since all liability to your company is denied on the following basis:
1) The amount being claimed is not a genuine pre-estimate of loss to your company or the landowner
2) Your signage does not comply with your ATA Code of Practice and was not sufficiently prominent to create any contract
3) You are not the landowner and do not have the standing to offer contracts nor to bring a claim for trespass
The car was parked parked at the Castle Car Park, at 11:22 and payed £8 for 3 hour parking on a Sunday morning.
When I noticed, that my parking just about to expire, I rushed back to the car, I was probably less than 10 minutes late, and by then the parking notice was glued to my windscreen asking to pay £100(or £60 within 14 days)!!!!!
I took photographic evidence that I was back in my car by 14:32,got the penalty charge at 14:29 (7 min after its expired) and was unable to do anything by then...just ignore this ridiculous charge.
According to the Unfair Consumer Contract Regulations, parking charges on private land must not exceed the cost to the landowner during the period the motorist is parked there.
In my case, the £100 charge you are asking for far exceeds the cost to the landowner of 4£/hour parking charges. How can you justify that???
If you choose to pursue me please be aware that I will not enter into any correspondence and this will be the only letter you will receive from me until you answer the specific points raised in my letter.
Yours faithfully,0
